Kerala State IT is in charge of collecting and managing pay as well as other service-related concerns for state employees in Kerala. SPARK (Service and Payroll Administrative Repository for Kerala) is a web-based service created by the Mission in collaboration with the National Informatics Center. Since March 2005, the project has been in operation. In all of the state’s departments, the payroll procedure through SPARK has been completed. During the 2004-05 fiscal year, the pilot project was successfully implemented in the Finance Department of the Government Secretariat. Based on the decision of the Steering and Empowered Committee for MGP, the pilot phase was reviewed. The project’s ownership and co-ownership were initially assigned to the IT and Finance Departments, respectively. The Finance Department also took over the SPARK Project Management Unit (PMU).
The project now serves 5,42,220 regular and 1,60,279 temporary employees from 33199 offices organised into 119 divisions. In terms of payroll and other benefits, the SPARK system processes an average of 21,06,213 bills every year.
A consultative discussion and planning are underway to move SPARK to the next generation of service delivery. During this phase, all HR processes in government will be automated, and analytical tools will be offered to department heads and other key decision-makers.
How does SPARK work?
As part of the Modernizing Government Programme, the Kerala government approved the implementation of an Integrated Personnel and Payroll Management System for all government departments (MGP). According to G.O (MS) No.192/04/GAD dated 29/07/2004, the government accepted National Informatics Center’s (NIC) proposal for executing the Service and Payroll Administrative Repository for Kerala project (SPARK).
Every employee in the state is assigned a unique PEN (Permanent Employee Number). Each employee is also given a password that they must keep private. You may publish them on Spark’s website, where you can also examine his service history and salary to date. The login and password provided to the office’s head really permit the insertion and modification of information in Spark. This is powered by G2E web-based Personnel Administration and Accounts software.
SPARK Kerala Registration Process
All regular workers are advised that individuals who do not have SPARK user credentials can register online to obtain an individual login in SPARK. The individual login feature is accessible on the Spark login page. Individuals may register for SPARK by visiting the login page using any browser. This option is only available when establishing Individual users in SPARK, not when creating official users for establishment reasons.
Follow the steps given below for SPARK Kerala Registration.
Step 1: To register a new user for individual access in Spark, go to the login page and click the link ‘Not registered a user yet, register now.’
Step 2: A new window with the title ‘SPARK User Registration for Individual Users’ will open on the screen.
(Note: Before registering, the user must ensure that his or her Aadhar Number has been updated and validated using DDO login. If the user’s Aadhar Number is not yet registered, he or she will be unable to register via this method)
Step 3: In the new window, the employee must enter information such as PEN, Name as it appears in the service book, Date of Birth, Aadhar Number, and so on. Check that the information you enter when enrolling for individual access matches what you have in SPARK.
Step 4: Following new user registration, the user has the option of entering a password for future login reasons. The password length should be at least eight characters long, comprising only alphabets and digits.
Step 5: After you’ve entered your password, click the Verify button. If the mobile number registered in Spark matches the mobile number submitted during new user registration, an OTP will be delivered and sent to the registered user’s mobile phone.
Step 6: Enter the OTP in the prescribed column.
Step 7: If the information on the page has been modified correctly, click the submit button; otherwise, click the clear button and update all of the information again.
